Request for submission of documents for the preparation of the fourth meeting of the Special Commission on the practical operation of the 1993 Hague Intercountry Adoption Convention

The Permanent Bureau of the Hague Conference on Private International Law presents its compliments to the National and Contact Organs of the Members, as well as to the Central Authorities designated under the Hague Convention of 29 May 1993 on Protection of Children and Co-operation in Respect of Intercountry Adoption

 

 (“1993 Hague Intercountry Adoption Convention”), and has the honour to thank them for their responses to Circular L.c. ON No 24(13) of 10 July 2013 suggesting topics for inclusion in the draft agenda of the fourth meeting of the Special Commission on the practical operation of the 1993 Hague Intercountry Adoption Convention, scheduled to take place in June 2015 (exact dates to be determined).

 

In relation to four of the topics which States expressed the desire to discuss at the next Special Commission meeting, the Permanent Bureau invites National and Contact Organs, as well as Central Authorities, to submit to it any documents published by the Central Authority or other relevant authority or body in the State, including materials on best practices. This will assist the Permanent Bureau in preparing these topics for discussion at the meeting. These topics are:

 

   > the adoption of special needs children;

   > the counselling and preparation of adoptable children;

   > the selection, counselling and preparation of prospective adoptive parents; and

   > “open” adoptions.

The Permanent Bureau avails itself of this opportunity to renew to the National and Contact Organs of the Members, and to the Central Authorities designated under the 1993 Hague Intercountry Adoption Convention, the assurance of its highest consideration.
